Coon Rapids Pre-Arraignment Review and Citizens Awareness Project (CAP)

NOTICE:

Due to the State budget crisis the Minnesota legislature passed a law that takes effect July 1, 2009 requiring you to pay a $75 surcharge for completing the CAP program for a violation of the Minnesota traffic code.  The $75 surcharge is in addition to the CAP fee.  The surcharge will be collected by the CAP program but will then be paid into the State general fund.  If you have any questions about this surcharge please speak to a CAP staff member.

Only tickets issued for offenses occurring on or after January 1, 2009 are eligible for CAP.

The Coon Rapids CAP program is for people with a good record who commit a minor traffic or criminal offense but do not deserve to be convicted in Court.  CAP strives to protect public safety by holding people accountable and by providing educational videos to deter future law violations.  By completing the educational component and paying a CAP fee, people in the program earn a dismissal of the ticket that was issued.  The fee covers the cost of the program and acts as a deterrent.  The decision to accept a person into the CAP program and dismiss the case is a discretionary act of the prosecutor.  If the person does not qualify for the CAP program, or if they fail the program, the case will move forward in the Court system.

What is the CAP Program?
CAP is a program offered by the Coon Rapids City Attorney's Office. If you qualify and comply with CAP requirements the prosecutor will dismiss your case, you will not have an offense listed on your driving record, and you will not have to appear in Court. The requirements typically include payment of a CAP fee AND a State imposed surcharge of $75, plus viewing of educational videos. The CAP requirements must be completed at Coon Rapids City Center.

How can I find out if I am eligible for CAP?
CAP is available to persons with good records. Persons with a Commercial Driver's License do not qualify. To see if you qualify, contact a CAP Staff Member at least THREE DAYS AFTER you received your ticket by calling 763-767-6428 or email us at cap@coonrapidsmn.gov. Please have your citation available when calling. You must participate in the CAP Program no later than ONE WEEK BEFORE the scheduled court date indicated on the citation. Persons will NOT be admitted to the CAP outside of these dates. Coon Rapids City Center is located about a mile south of the Hanson Blvd/Hwy 10 interchange on Robinson Drive N.W. CAP Office Hours are Monday, Wednesday and Friday (except legal holidays), 10:00 a.m. to 3:30 p.m.
